They sell it in a little 8 oz bottle so that you can brush it on instead of having to spray it from an aerosol. I'd probably remove the tray so you can get whatever rust is underneath it. I'd recommend grinding through the welds to make sure you don't tweak the sheet metal that it's attached to.
